This bug is duplicated in the new member notification that is sent to users with 'can approve members' permission.

I think you should add the parameter but not replace the current one.

The delegation parameter in UserManager::CreateUser is useful; it is really the email body and not a useless email template like in UserManager::AssignRole.

I corrected the bug in UserManager::AssignRole so that the delegations in both method work the same. People r78.

The email object has not been added as delegation parameter. I will ask on the forum if it is still needed.
