    Allows users to choose whether external links should open in a new window or in the same window. It's opt-in so everybody wins!

    Nope, it used to I think but does not work for me now, I had to edit Quicktags and add target="_blank"

    The likely problem is the "target" attribute in the first place, because it's invalid in XHTML 1.0 strict (the doctype specified by vanilla).

    The js should use window.open instead.
