    Hello there. I searched for an answer, but perhaps I am not wording it right as I an not getting any results.

    I would like to make one category to be reply-only for normal members. Administrators would be able to start new topics, but not normal members. The rest of the categories would function normally, with all registered members being able to start as well as reply to topics.

    Is this possible? I can't seem to make it happen as it stands, so I was wondering if there was an add-on or something I'm flat out missing here.

    Yep, it's possible. Give a try to Category Roles, this is the perfect addon for this kind of feature.
